Meeting of the Board of Aldermen of the City of Clarkson Valley at City Hall (Fru-Con Center), August 7, 2012.

The meeting was called to order at 7:30 p.m. A roll call was taken with the following results:

Alderperson Schultz made a motion to accept the Minutes.  Alderperson Midyett seconded the motion.  A voice vote was taken to accept the Minutes with an affirmative result and the motion was declared passed.

 

REMARKS, PETITIONS AND COMPLAINTS

 

There were no remarks, petitions or complaints. 

 

REPORTS

 

St. Louis County Police Report:  Officer Dave Steinmeyer handed out the August 2012 Police Report. 

 

Mayor’s Report

 

Court Report:  The total amount collected for traffic fines and court costs for the month of August 2012 was $18,234.00.

 

MSD - Public Hearings:  Mayor Douglass explained that he attended a public hearing at Chesterfield City Hall on Wednesday, August 22 along with a handful of other officials to hear information regarding MSD's plans to eliminate sewer overflows in the separate sanitary sewer system and other Consent Decree requirements.  He said beginning next summer; houses listing on the market will be required to have an inspection to ensure there are no illicit stormwater connections to individual households.  These inspections will be paid by MSD.  He concluded by saying there will be another public hearing at Daniel Boon Library Wednesday, September 12 from 6:00 p.m. to 8:00 p.m.

 

Letters of Violation - Copies Mailed or E-Mailed?  Mayor Douglass reminded those present that last month a discussion took place regarding mailing copies of letters of violation to the Alderpersons and asked if Alderpersons would rather save the City $.45 per letter versus e-mailing letters.  The conclusion was to e-mail the letters.  

 

Kudos to Alderperson Midyett:  Mayor Douglass thanked Alderperson Midyett for his help in the monthly reconciliation of the bank statements for the City's books.  He also introduced the City's Auditor sitting in the audience and explained the auditor attends a council meeting annually to observe.

 

Tree Removed Behind Mercy Buffer:  Mayor Douglass explained he met with Mercy's facility manager and she explained they would replant trees on the north perimeter of the property in better weather conditions.

 

Revenue/Expense Report:  Mayor Douglass said he is hoping the sales tax revenue will do better next month due to back-to-school purchases. 

 

Alderpersons' Reports

 

Special Road Improvement Assessment:  Alderperson Midyett reported that residents of Westhampton Subdivision passed a special assessment for road improvements within their subdivision.

 

Drug Take-Back:  Alderperson Meyer reported that Rockwood School District is planning another medication take-back event September 29 between 10:00 a.m. and 2:00 p.m. 

 

New Construction Commencing:  Alderperson Schultz mentioned that a house was raised two months ago and new construction began last week on the new house.  It was initially approved as a 1-1/2 story house with 7,000 square feet but was changed to one-story, 4,700 square feet.

 

City Attorney's Report

 

There was no report.

There was no unfinished business. 

 

NEW BUSINESS

 

The Agenda was addressed out of order due to business unable to proceed until the 8:00 p.m. Public Hearing.

 

BILL NO. 0438 - AN ORDINANCE AUTHORIZING THE BOARD OF ALDERMEN TO ENTER INTO AN OFFICE LEASE WITH FCC CORPORATION FOR OFFICE SPACE AND AUTHORIZING AND DIRECTING THE MAYOR OF THE CITY AND THE CITY CLERK TO EXECUTE SAID OFFICE LEASE ON BEHALF OF THE CITY OF CLARKSON VALLEY.

 

A motion was made by Alderperson King to discuss and pass Bill No. 0438.  Alderperson Schultz seconded the motion.  Mayor Scott Douglass read Bill No. 0438 for the first time and stated the rent increased $65 per month which is the first increase since this became our city hall in 1987.  He also stated our rent fee is much below average for this area.  There was no further discussion.  Mayor Douglass read Bill No. 0438 the second time.  A roll call vote was taken, with the following results.  Ayes: King, Meyer, Midyett, Schiller, Schultz, and Sittser.  There were no Nays.  Whereby, Mayor Douglass declared Bill No. 0438 as having passed and is now Ordinance No. 12-09.

 

Audit:  Alderperson Schiller made a motion to approve for payment invoices in the amount of $64,565.05, seconded by Alderperson Sittser.  A voice vote was taken with a unanimous affirmative result and the motion was declared passed.

 

BILL NO. 0439 - AN ORDINANCE LEVYING AND ESTABLISHING THE ANNUAL RATE OF TAXES ON ALL RESIDENTIAL REAL ESTATE, AGRICULTURAL REAL ESTATE, COMMERCIAL REAL ESTATE AND PERSONAL PROPERTY IN THE CITY OF CLARKSON VALLEY TO BE COLLECTED AND USED FOR MUNICIPAL PURPOSES IN THE CITY OF CLARKSON VALLEY, MISSOURI, FOR THE YEAR JULY 1, 2012, THROUGH JUNE 30, 2013.

 

A motion was made by Alderperson Midyett to discuss and pass Bill No. 0439.  Alderperson Meyer seconded the motion.  Mayor Scott Douglass read Bill No. 0439 for the first time.  There was no discussion.  Mayor Douglass read Bill No. 0439 the second time.  A roll call vote was taken, with the following results.  Ayes: King, Meyer, Midyett, Schiller, Schultz, and Sittser.  There were no Nays.  Whereby, Mayor Douglass declared Bill No. 0439 as having passed and is now Ordinance No. 12-10.

 

Alderperson Sittser made a motion to adjourn, seconded by Alderperson Meyer.  A voice vote was taken with a unanimous affirmative result and the motion was declared passed.  The Meeting of the Board of Aldermen adjourned at 8:05 p.m.
