RECORD OF PROCEEDING

Meeting of the Board of Aldermen of the City of Clarkson Valley at City Hall (Fru-Con Center), November 6, 2012.

The meeting was called to order at 7:30 p.m. A roll call was taken with the following results:

Alderperson Schultz made a motion to accept the Minutes.  Alderperson Midyett seconded the motion.  A voice vote was taken to accept the Minutes with an affirmative result and the motion was declared passed.  

REMARKS, PETITIONS AND COMPLAINTS 

Mrs. Joan Bender, a resident of Kehrs Mill Trails, introduced herself and spoke on the subject of speeders in her subdivision and the sight distance of drivers impeded by foliage.  She would like to see the right-of-way trimmed back by eight (8) feet and asked for suggestions on how to slow down drivers.  Officer Steinmeyer reported to her he retrieved the information from the stealth black box camera he placed earlier this summer to survey incidences of speeders and will e-mail the data to her.  Alderperson Schiller mentioned the City might have incorporated into the weed ordinance a mandate to remove bushes and limbs obstructing the view of drivers.  Alderperson Meyer stated one of the best deterrents to speeders in a subdivision is for police to conduct surveillance.  Mayor Douglass said he would review the black box statistics. 

REPORTS 

St. Louis County Police Report:  Officer Dave Steinmeyer handed out the October 2012 Police Report.  Mayor Douglass thanked Officer Steinmeyer for the five months of service he did for Clarkson Valley and told those present that Officer Steinmeyer will be leaving for another position. 

Mayor’s Report 

Court Report:  The total amount collected for traffic fines and court costs for the month of October 2012 was $11,436.50.  

Electric Signal at Clarkson and Kehrs Mill Roads:  Mayor Douglass described the numerous complaints the City received about the electric signal at westbound Kehrs Mill Road with vehicles attempting to turn northbound onto Clarkson.  He stated MoDOT officials reported the signal should be remedied.  Alderperson Sittser stated that it is better than it was. 

City's Website:  Mayor Douglass spoke of the work being done on the new website and concluded it appears to be worthwhile and exciting.   

Alderpersons' Reports 

Street Resurfacing:  Alderperson Midyett reported the streets in the Westhampton Subdivision are in the process of being resurfaced.   

Website:  Alderperson Schultz asked if the City could incorporate pages or links to include subdivision home pages and also spoke of the possibility of adding indentures on the website. 

A Request For Plantings:  Alderperson Schiller spoke about the resident living in the house behind the Jersey barrier who is requesting that MoDOT or the City plant trees at the back of their property.  Alderperson Schultz said he would check with MoDOT to see if they could help this resident and would also check with Dowco (the company that maintains the Forest Club Estates common ground) to see what type of plantings they would suggest for this area.   

City Attorney's Report 

There was no report.   

UNFINISHED BUSINESS 

There was no unfinished business.   

NEW BUSINESS 

CPA Audit Report:  Mayor Douglass reported the audit was completed and everyone should have a copy in his or her packet.  He said the City is doing a good job and thanked Alderperson Midyett for continuing to review the books each month. 

Audit:  Alderperson Meyer made a motion to approve for payment invoices in the amount of $64,628.88, seconded by Alderperson Schultz.  A voice vote was taken with a unanimous affirmative result and the motion was declared passed.  

Alderperson King made a motion to adjourn, seconded by Alderperson Sittser.  A voice vote was taken with a unanimous affirmative result and the motion was declared passed.  The Meeting of the Board of Aldermen adjourned at 8:15 p.m.
