Meeting of the Board of Aldermen of the City of Clarkson Valley at City Hall (Clarkson Executive Center), March 1, 2016.

The meeting was called to order at 7:30 p.m. A roll call was taken with the following results:

Alderperson King explained that Mayor Douglass was unable to attend and he would chair the meeting tonight.

Alderperson Schultz made a motion to accept the Minutes from the February 2nd meeting.  Alderperson Schiller seconded the motion.  A voice vote was taken to accept the Minutes with an affirmative result and the motion was declared passed. 

REMARKS, PETITIONS AND COMPLAINTS

There were no remarks, petitions or complaints. 

REPORTS

St. Louis County Police Report:  Officer Wehner gave the February 2016 Activity Report.  Mr. Jack Hauser, a resident of Kehrs Mill Trails, asked Officer Wehner about a park bench located at the lake which was recently vandalized to which he responded the matter is still under investigation.

Mayor’s Report

Court Report:  The total amount collected for traffic fines and court costs for the month of February 2016 was $10,374.50.

President of Board, Dan King, stated he would defer this portion of the meeting because Mayor Douglass was not present.

Alderpersons' Reports

Sgt. Schuengel's Memorial:  Alderperson Setnicka reported the total price for the granite memorial bench; delivered, installed and engraved, is $1,890 further stating this was a reduced price because he is a fallen officer.  She had a handout of what the bench would look like along with the suggested wording for the bench.  Both she and Alderperson King, who also serves on the committee, said this was the first they heard about the lakeside bench being vandalized and said she would call the company to find some particulars regarding how the bench top is fastened to the legs or is it one piece; how it will be installed; and the approximate weight.  The Kehrs Mill Trails trustees will be holding their annual subdivision meeting in mid-April and will obtain the response from their citizens at that time.

Roofing Contractor's Trailers Parked on Front Lawn:  Alderperson Schiller mentioned the two green trailers parked on the front lawn at the construction project at 110 Forest Club Drive.  She inquired as to the length of time they can remain, as it's almost been one month.  Through discussion, it was determined these are trailers and not construction dumpsters and in review of the code, the time allowed is seventy-two hours.  The City Clerk was instructed to have the owner contact the contractor to remove the trailers immediately.  The length of time the permit has been open was also discussed. 

Definition - Family:  Alderperson Schiller reported that through discussion with Alderperson King, who also serves on that committee, the wording of the definition was ready to go before the Planning and Zoning Commission and then to the Board of Aldermen with its recommendation.  The date for the P&Z Hearing is March 22nd.  Discussion about limiting the number of full-time domestic employees allowed per residence followed but it was decided one domestic employee was sufficient since the number of part-time employees was not mentioned within the definition.

There was no report.

There was no unfinished business. 

NEW BUSINESS

There was no new business. 

Audit:  Alderperson Schiller made a motion to approve payment of invoices in the amount of $69,816.92 seconded by Alderperson Schultz.  A voice vote was taken to approve the audit with a unanimous affirmative result and the motion was declared passed.

Alderperson Schiller made a motion to adjourn, seconded by Alderperson Schultz.  A voice vote was taken with a unanimous affirmative result and the motion was declared passed.  The Meeting of the Board of Aldermen adjourned at 8:10 p.m.
