Meeting of the Board of Aldermen of the City of Clarkson Valley at City Hall (Clarkson Executive Center), May 2, 2017.

The meeting was called to order at 7:30 p.m. A roll call was taken with the following results:

Alderpersons Meyer, Schiller and Schultz took the oath of office and received hearty congratulations for their re-election! 

Alderperson Midyett made a motion to accept the Minutes from the April 4th meeting.  Alderperson Schiller seconded the motion.  A voice vote was taken to accept the Minutes with an affirmative result and the motion was declared passed.   

Alderperson King made a motion to move Agenda item (a)  Police Contract under Unfinished Business to discuss now, seconded by Alderperson Meyer.  A voice vote was taken to approve the agenda change with a unanimous affirmative result and the motion was declared passed. 

UNFINISHED BUSINESS 

Alderperson Schiller made a motion to contract with the City of Chesterfield for Police Services and approval for Mayor Douglass to discuss contract language with the City of Chesterfield.  Alderperson King seconded the motion.  Mayor Douglass read Bill No. 0466 for the first time.  There was no discussion.  Mayor Douglass read Bill No. 0466 the second time.  A roll call vote was taken, with the following results.  Ayes: King, Schiller, Schultz and Setnicka.  Nays:  Meyer and Midyett.  Whereby, Mayor Douglass declared the motion as passed and Bill No. 0466 is now Ordinance No. 17-02. 

REMARKS, PETITIONS AND COMPLAINTS 

Mayor Scott Douglass thanked all three organizations for the time and effort they put forth with the bids.  He stated all three were excellent organizations.  He sincerely thanked St. Louis County Police Officers Wehner and Grobelny for the excellent job they've done for the City, stating how much we all appreciated their service.  They both served Clarkson Valley residents the entire ten years we've held a contract with the County.

REPORTS 

St. Louis County Police Report:  Officer Wehner reported on the April 2017 Activity in the City.   

Mayor’s Report 

Court Report:  The total amount collected for traffic fines and court costs for the month of April 2017 was $9,797.00.  

Trustees Meeting:  Mayor Douglass said last night we held a Trustees Meeting with representation from eight of the twelve subdivisions.  Some of the topics included snow removal; subdivision reserves; streets; and the old farmhouse and barn on Kehrs Mill Road.  He also mentioned that today, the contractor that will demo the property brought in the final paperwork and a Demolition Permit should be issued soon. 

Alderpersons' Reports 

Drug Take Back:   Alderperson Meyer reported we had a good drug take back last month and thanked the St. Louis County Police, who for years have played a consistent, active role.   

Police Contract:  Alderperson King thanked his colleagues for the good discussions they've held during these past months regarding the contract.  

City Attorney's Report 

The City Attorney was unable to attend the meeting. 

NEW BUSINESS 

President of the Board of Aldermen:  Alderperson Schiller made a motion to nominate Alderperson Amy Setnicka as President of the Board.  Alderperson Schultz seconded the motion.  A voice vote was taken with a unanimous affirmative result and Mayor Douglass declared it approved and passed.  Mayor Douglass declared Alderperson Setnicka as the Board President and congratulated her.   

Approval of Appointments:  Mayor Douglass referred those present to the Appointment Schedule placed in their packets.   

Planning & Zoning Commission:  Alderperson King made a motion to reappoint Alderperson Schiller for another term on the Planning & Zoning Commission, seconded by Alderperson Midyett.  A voice vote was taken with a unanimous affirmative result and Mayor Douglass declared it approved and passed. 

Judge:  Alderperson Meyer made a motion to reappoint the Honorable April Porter for another two-year term as judge, seconded by Alderperson Schultz.  A voice vote was taken with a unanimous affirmative result and Mayor Douglass declared it approved and passed. 

City Clerk:  Alderperson Meyer made a motion to re-appoint the City Clerk, Michele McMahon, seconded by Alderperson Schiller.  A voice vote was taken with a unanimous affirmative result and Mayor Douglass declared it approved and passed. 

Mayor Douglass reported he's been working on the revenues and expenditures for the upcoming budget and was waiting for the police bid to be awarded.  He said 62% of the budget is Police/Sanitation and 30% Court.  He is also waiting to receive a report of Prop P funds and he'll have an estimate this month of what Clarkson Valley can expect.  One issue with that revenue stream is it must be used toward Public Safety.  We have questions as to whether snow plowing, etc. is considered Public Safety.  He concluded by saying those funds must be segregated and then we must designate how it will be used. 

Audit:  Alderperson Schiller made a motion to approve payment of invoices in the amount of $109,901.34, seconded by Alderperson Schultz.  A voice vote was taken to approve the audit with a unanimous affirmative result and the motion was declared passed. 

Alderperson King made a motion to adjourn, seconded by Alderperson Meyer.  A voice vote was taken with a unanimous affirmative result and the motion was declared passed.  The Meeting of the Board of Aldermen adjourned at 8:00 p.m.
