The meeting was called to order at 7:30 p.m. A

Alderperson
Schultz made a motion to accept the Minutes as amended by the City Clerk.
Alderperson Meyer seconded the motion.
A voice vote was taken with an affirmative result and the motion was
declared passed.
REMARKS,
PETITIONS AND COMPLAINTS
There
were no remarks, petitions or complaints.
St.
Louis County Police Report:
Officer Thom Taylor of the St. Louis County Police handed out the April
Police Report.
Alderperson
Hethcote publicly thanked Officer Taylor for working with the Living Word United
Methodist Church’s Stephen Ministry Training program as well as several
members of the church’s staff.
His presentation on the County Police’s Crisis Intervention program as
well as “what happens when you dial 911” was exceptionally information and
clarified a number of questions that people had.
Court
Report:
The total amount collected for traffic fines and court costs for the
month of April 2009 was $11,915.75.
Street
Conditions:
Mayor Douglass reported he drove the subdivision streets with Pat Palmer
of Missouri Petroleum to grade the streets’ condition.
He concluded by saying we look forward to getting a full report before
the Trustees Meeting, scheduled for May 19th.
Ballwin’s
P&Z Hearing:
Mayor Douglass reported that he attended the P&Z Hearing at the
Ballwin Court House and their attorney realized there were more people outside,
unable to attend due to the size of the venue.
The meeting was cancelled and we’ll keep those interested informed of
the new date. Mayor
Douglass mentioned Ballwin’s website, which should also contain the new date,
when established.
Clarkson
Valley Chronicle:
Mayor Douglass informed those present the Chronicle has a new editor who
is suggesting a Clarkson Valley Fun Day, slated for August 15th.
There will be games, face painting, a DJ and balloons all free and open
to the citizens of our city.
It will be held at Forest Hills Country Club.
There was discussion about the date being a bit early due to vacations,
etc.

Questions
Regarding Clarkson Farm’s Request for Signs:
Alderperson Hethcote walked the streets in her subdivision conducting an
informal sign inventory and found that Westhampton had 20 signs.
This will be discussed later under Unfinished Business.
Kehrs
Mill Road Electric Signal Causing Havoc:
Alderpersons Shea and Meyer mentioned that the project appears to be at a
standstill and they continue to receive complaints about the short duration of
green light going westbound on Kehrs Mill Road.

Clarkson
Farm Subdivision – Request for Speed Limit Signage:
The City Clerk briefed those present of the two quotes received for the
signage and installation.
Alderperson Schiller made a motion for one speed limit sign.
Alderperson Shea seconded the motion.
This portion of the meeting closed in order to call the Public Hearing.
PUBLIC
HEARING
St.
John’s Medical Office Building:
City Clerk, Michele McMahon,
read the Notice of Public Hearing.
Alderperson Shea noted the Draft of Minutes from the P&Z Hearing on
April 29th should be amended to indicate that, “Final approval is
necessary for the driveway change by St. Louis County Highway Department and a
traffic signal installed at the new driveway upon completion of the new
driveway”.
John
King introduced himself and other members of the various groups bringing forth
the St. John’s proposal.
Items mentioned: Electric signal will be operating on the opening day;
discussion of handicapped spaces ended with a doubling of the initial proposal;
after 6-months in operation revisit the egress pattern for Clarkson Road to see
if a “no left turn” is needed; etc.
The
Public Hearing closed at 9:00 p.m.

BUSINESS – Continued
Clarkson
Farm Subdivision Trustee President, Rhonda Pitt, spoke of the necessity for two
speed limit signs stating it would seem appropriate to have one in the other
direction as one is exiting the subdivision in order to know the limit.
Alderperson Hethcote interjected that she would like to honor Clarkson
Farm’s request for two signs.
A roll call vote was taken with the following result:
Ayes: Meyer, Schiller, Schultz and Shea.
Nays: Hethcote.
Whereupon Mayor Douglass vetoed the vote and it will be brought back next
month.

NO. 0387 – AN ORDINANCE AUTHORIZING THE CONSOLIDATION OF LOTS 2A AND 2B AS
SHOWN ON THE RESUBDIVISION PLAT ENTITLED CLARKSON VALLEY ASSOCIATES RECORDED AT
BOOK 352, PAGE 646 IN THE OFFICE OF THE RECORDER OF DEEDS IN ST. LOUIS COUNTY,
MISSOURI.

motion was made by Alderperson Schultz and seconded by Alderperson Schiller to
discuss and pass Bill No. 0387.
The City Clerk read Bill No. 0387 for the first reading.
There was no discussion.

A roll call vote was taken with the following result:

NO. 0388 – AN ORDINANCE AMENDING THE ZONING REGULATIONS IN TITLE IV LAND USE,
CHAPTER 405 ZONING REGULATIONS, ARTICLE II DISTRICTS AND DISTRICT REGULATIONS OF
THE MUNICIPAL CODE, CITY OF CLARKSON VALLEY, MISSOURI, BY DELETING SECTION
405.095.B.2.b.(v) AND ADDING A NEW SECTION 405.095.B.2.b.(v).

motion was made by Alderperson Schiller and seconded by Alderperson Schultz to
discuss and pass Bill No. 0388.

NO. 0389 – AN ORDINANCE APPROVING THE FINAL SITE DEVELOPMENT PLAN FOR 15945
CLAYTON ROAD, CITY OF CLARKSON VALLEY, A 10.65 ACRE TRACT OF LAND CONSOLIDATED
FROM LOTS 2A AND 2B OF THE RESUBDIVISION PLAT OF LOT 2 OF CLARKSON VALLEY
ASSOCIATION SUBDIVISION AS RECORDED IN PLAT BOOK 352, PAGE 646 IN THE OFFICE OF
THE RECORDER OF DEEDS IN ST. LOUIS COUNTY, MISSOURI.
A
motion was made by Alderperson Shea and seconded by Alderperson Schultz to
discuss and pass Bill No. 0389.
The City Clerk read Bill No. 0389 for the first reading.
Alderperson Shea said it is necessary to discuss the fence and the fact
there is no signage plan.
The City Attorney stated the Board could approve the site plan as
presented and change the fence at a subsequent meeting.
The sign proposal would have to go to through P&Z review and receive
the Board’s approval at a later date.
The City Clerk read Bill No. 0389 for the second time.
A roll call vote was taken with the following result:
Abstain: Meyer.
Ayes: Hethcote,
Schiller, Schultz, and Shea to which Mayor Douglass stated Bill No. 0389 passes
and is now Ordinance No. 09-07.
Request
from Forest Hills Country Club to Allow Temporary Modular Trailer for Campers
“Clubhouse”:
Alderperson Schiller made a motion to allow the temporary trailer,
seconded by Alderperson Meyer.
A voice vote was taken with a unanimous affirmative result and the motion
was declared passed.
President
of the Board of Aldermen:
Alderperson Schiller made a motion to nominate Jim Meyer to continue as
President of the Board.
Alderperson Shea seconded the motion.
Upon hearing no dissentions, Mayor Douglass congratulated Alderperson
Meyer as its Board President.
Planning
& Zoning:
Mayor Douglass heard no dissentions regarding the reappointments of
Alderperson Shea as a Member of Planning and Zoning or for the reappointment of
Jerry Litschgi and Lin Midyett.
Board
of Adjustment:
Mayor Douglass heard no dissentions regarding the reappointment of Karen
Koshak and Walter DeGrendele to the Board of Adjustment.
City
Clerk:
Mayor Douglass heard no dissentions regarding the reappointment of
Michele McMahon as City Clerk.
Audit:
Alderperson Schiller made a motion to approve the audit as presented,
seconded by Alderperson Schultz to have invoices in the amount of $82,496.70
approved for payment.
A voice vote was taken with a unanimous affirmative result and the motion
was declared passed.

Alderperson Meyer seconded the motion.
