RECORD OF PROCEEDING

Meeting of the Board of Aldermen of the City of Clarkson Valley at City Hall (Clarkson Executive Center), January 5, 2016.

The meeting was called to order at 7:30 p.m. A roll call was taken with the following results:

Alderperson Schultz made a motion to accept the Minutes from the December 1st meeting.  Alderperson King seconded the motion.  A voice vote was taken to accept the Minutes with an affirmative result and the motion was declared passed.   

REMARKS, PETITIONS AND COMPLAINTS 

There were no remarks, petitions or complaints.  Mayor Douglass reported that at 8:00 p.m., the regular meeting of the Board of Aldermen would temporarily conclude in order to hold the public hearing. 

REPORTS 

St. Louis County Police Report:  Officer Wehner gave the December 2015 Activity Report.  Alderperson Meyer mentioned the accidents that have taken place on Clarkson Road and asked if the police officers could monitor the speed.  The possibility of having a double-fine zone as they do in Ballwin was discussed.   

Mayor’s Report 

Mayor Scott Douglass reported on the following items: 

Court Report:  The total amount collected for traffic fines and court costs for the month of December 2015 was $8,803.00.  

5k Run:  Mayor Douglass mentioned the Big River 5k run that took place on New Year's Day that began in Ellisville's Life Time Fitness and ran through the streets in Westhampton.  He thanked the police officer for monitoring the event.  Alderperson Midyett commented that it was very professional the way it was held.

City Attorney's Report 

There was no report. 

UNFINISHED BUSINESS 

There was no unfinished business.   

NEW BUSINESS 

The agenda was taken out of order at this point because it was not yet 8:00. 

Audit:  Alderperson Schultz made a motion to approve payment of invoices in the amount of $73,072.86 seconded by Alderperson Meyer.  A voice vote was taken to approve the audit with a unanimous affirmative result and the motion was declared passed. 

Metal Roofs:  Alderperson Meyer made a motion to discuss Bill No. 0453, seconded by Alderperson King.  Mayor Douglass read Bill No. 0453 the first time.  Alderperson Schiller stated she attended the Planning and Zoning Hearing held December 16th and reported the commission members voted with an affirmative recommendation.  At this point Mayor Douglass stated that as a non-voting member, he feels this Bill would put the Board in the position of approving color, mentioning the purple house, which would put ourselves in a position that might be deemed subjective.  Mention was made that subdivision approval/disapproval might be better because subdivisions can be more restrictive.  The City Attorney stated the entire ordinance would put the City at risk of being deemed arbitrary and capricious.   

          PUBLIC HEARING 

City Clerk, Michele McMahon, read the Notice of Public Hearing.  Mrs. Frances Babb, of the Kehrs Mill Estates Subdivision, spoke against legislating metal roofs. 

The Public Hearing closed at 8:03 p.m. 

Alderperson Schiller made a motion to approve Bill No. 0453.  The motion died for a lack of a second.           

Alderperson King made a motion to adjourn, seconded by Alderperson Midyett.  A voice vote was taken with a unanimous affirmative result and the motion was declared passed.  The Meeting of the Board of Aldermen adjourned at 8:05 p.m.
