Meeting of the Board of Aldermen of the City of Clarkson Valley at City Hall (Fru-Con Center), June 4, 2013.

The meeting was called to order at 7:30 p.m. A roll call was taken with the following results:

Alderperson Schultz made a motion to accept the Minutes from the May 2013 Meeting.  Alderperson Midyett seconded the motion.  A voice vote was taken to accept the Minutes with an affirmative result and the motion was declared passed. 

REMARKS, PETITIONS AND COMPLAINTS 

There were no remarks, petitions or complaints.  

REPORTS 

St. Louis County Police Report:  Sgt. Sodoma handed out the May 2013 Police Report.   

Mayor’s Report 

Court Report:  The total amount collected for traffic fines and court costs for the month of May 2013 was $13,629.00.  

Preliminary 2013-2014 Budget:  Mayor Douglass referred everyone to their Revenue and Expense Report and explained the preliminary figures for the Budget indicated in the far right column.  He spoke of the loss of revenue due to the repeal of Missouri State sales tax on vehicles purchased out-of-state and the legislation being proposed with the possible remedy.  He also mentioned Charter Communications along with Western Union opening a call center in Chesterfield and the 400 new jobs coming to this area, concluding that is all good reason to increase the budgeted amount for Sales Tax.  He reported there would be a 1% increase for trash services to take into account and City Hall needs a new copier this year, mentioning the Alderpersons will have to consider the two alternatives of purchasing or leasing. 

Provisional Judge - Appointment:  Mayor Douglass reported that we will discuss the Appointment of the Provisional Judge this evening.  Both the Judge and our Prosecuting Attorney recommended Mr. Charles W. Billings and he will serve in this capacity gratis.   

Bamboo Along Clarkson Road:  Mayor Douglass said he called the homeowner backing up to Clarkson Road and requested he cut trim the bamboo.  The homeowner agreed to cut it and apologized. 

Alderpersons' Reports 

There were no reports.  

City Attorney's Report 

The City Attorney, Patrick Butler, asked if anyone beside himself had a conflict with the date of the July Board meeting, to which there was none.  It was determined the meeting would be held on July 2nd as scheduled and the City Attorney would ask someone to attend in his stead if the Board felt it necessary.   

UNFINISHED BUSINESS 

There was no unfinished business.   

NEW BUSINESS 

Request from Forest Hills Country Club to Allow 4th of July Fireworks:  Alderperson Schultz made a motion to allow fireworks, seconded by Alderperson Sittser.  A voice vote was taken with a unanimous affirmative result and the motion was declared passed.   

Appoint Provisional Judge:  Mayor Douglass referred those present to the resume of Mr. Charles W. Billings in their packets.  Alderperson Schultz made the motion to appoint Mr. Billings as the Provisional Judge, seconded by Alderperson Meyer.  A voice vote was taken with a unanimous affirmative result and Mayor Douglass declared it approved and passed. 

Audit:  Alderperson Schiller made a motion to approve for payment invoices in the amount of $65,580.52 seconded by Alderperson Sittser.  A voice vote was taken with a unanimous affirmative result and the motion was declared passed.  

Alderperson Schultz made a motion to adjourn, seconded by Alderperson Meyer.  A voice vote was taken with a unanimous affirmative result and the motion was declared passed.  The Meeting of the Board of Aldermen adjourned at 6:55 p.m.
