Meeting of the Board of Aldermen of the City of Clarkson Valley at City Hall (Fru-Con Center), August 7, 2012.

The meeting was called to order at 7:30 p.m. A roll call was taken with the following results:

Alderperson Schultz made a motion to accept the Minutes.  Alderperson Sittser seconded the motion.  A voice vote was taken to accept the Minutes with an affirmative result and the motion was declared passed.  

REMARKS, PETITIONS AND COMPLAINTS 

There were no remarks, petitions or complaints.   

REPORTS 

St. Louis County Police Report:  Officer Dave Steinmeyer handed out the July 2012 Police Report.   

Mayor’s Report 

Court Report:  The total amount collected for traffic fines and court costs for the month of July 2012 was $14,116.00.  

Revenue/Expense Report:  Mayor Douglass directed attention to the Revenue and Expense Report in the packets and explained the line item relating to the employee's health insurance was $544.23 less than budgeted due to a rebate required by the Affordable Care Act.   

Weeds Along Jersey Barrier:  Mayor Douglass reported that last month he spoke about a resident of Ward 1 complaining about the weeds at the concrete barrier along Clarkson Road north of the berm in front of Forest Hills Club Estates.  He was able to get in touch with the supervisor of the southwest MoDOT team who removed the weeds in the area between the Jersey barrier and the back wall dividing Bob Cranston's property. 

2012 Boundary Commission Map Plan:  Mayor Douglass stated that Wildwood filed their map plan and at our request, included Clarkson Valley.  The City of Chesterfield chose not to include us at this time.  

MSD - Public Hearings:  Mayor Douglass explained that city officials are invited to attend public hearings being held by MSD sharing information on their plans to eliminate sewer overflows in the separate sanitary sewer system and other Consent Decree requirements.  A specific focus of this outreach will be how they plan to eliminate the illicit stormwater connections to individual households.  The meeting held in Chesterfield City Hall is Wednesday, August 22 at 7:00 p.m.  Mayor Douglass concluded by saying he would make sure the Alderpersons received a copy of the letter. 

Web Site - Revised:  Mayor Douglass reported that he and the City Clerk would be working on the City's website to make it a little more exciting.  Alderperson Meyer asked if the Alderpersons could have individual e-mail addresses.   

MSD Staging Area - Kehrs Mill Road:  Mayor Douglass reported the Building Commissioner is attempting to contact MSD about the equipment being housed on the high school grounds along Kehrs Mill Road to get them to clean it up. 

Alderpersons' Reports 

Mercy Medical - Dead Trees:  Alderperson Schultz asked the City to send Mercy Medical a letter about two dead trees in the buffer area at the rear of the property.  

City Attorney's Report 

Mr. Butler reported a Board of Adjustment Hearing took place July 25 with an affirmative vote for a variance to a 75' side yard to locate a deck, concluding that it was a reasonable request.  

Mr. Butler spoke regarding the Judge's ruling on the Babb's case with further discussion from Board Members. 

UNFINISHED BUSINESS 

BILL NO. 0436 - AN ORDINANCE AUTHORIZING A CONTRACT FOR COLLECTION OF RESIDENTIAL SOLID WASTE, RECYCLABLES, COMPOSTABLES AND AUTHORIZING AND DIRECTING THE MAYOR AND CITY CLERK TO EXECUTE SAME ON BEHALF OF THE CITY OF CLARKSON VALLEY, ST. LOUIS COUNTY, MISSOURI. 

A motion was made by Alderperson King to discuss and pass Bill No. 0436.  Alderperson Meyer seconded the motion.  Mayor Scott Douglass read Bill No. 0436 for the first time.  Alderperson Schiller found a discrepancy and an error in the contract wording.  It was determined a vote could take place and the information changed when we receive clarification from Meridian Waste.  Mayor Douglass read Bill No. 0436 the second time.  A roll call vote was taken, with the following results.  Ayes: King, Meyer, Midyett, Schiller, Schultz, and Sittser.  There were no Nays.  Whereby, Mayor Douglass declared Bill No. 0436 as having passed and is now Ordinance No. 12-07. 

NEW BUSINESS 

BILL NO. 0437 - AN ORDINANCE AUTHORIZING A CONTRACT WITH ST. LOUIS COUNTY, MISSOURI, FOR MOSQUITO CONTROL SERVICES AND AUTHORIZING AND DIRECTING THE MAYOR OF THE CITY AND THE CITY CLERK TO EXECUTE SAME ON BEHALF OF THE CITY OF CLARKSON VALLEY. 

A motion was made by Alderperson Meyer to discuss and pass Bill No. 0437.  Alderperson Sittser seconded the motion.  Mayor Scott Douglass read Bill No. 0437 for the first time and stated the costs for larviciding and adulticiding increased from $35 to $45 and from $64 to $72, respectively, per hour of service.  Mayor Douglass read Bill No. 0437 the second time.  A roll call vote was taken, with the following results.  Ayes: King, Meyer, Midyett, Schiller, Schultz, and Sittser.  There were no Nays.  Whereby, Mayor Douglass declared Bill No. 0437 as having passed and is now Ordinance No. 12-08. 

Audit:  Alderperson Schultz made a motion to approve for payment invoices in the amount of $72,989.85, seconded by Alderperson Midyett.  A voice vote was taken with a unanimous affirmative result and the motion was declared passed.  

Alderperson Sittser made a motion to adjourn, seconded by Alderperson Midyett.  A voice vote was taken with a unanimous affirmative result and the motion was declared passed.  The Meeting of the Board of Aldermen adjourned at 8:15 p.m.
