Minutes of April 2012 Meeting
Board of Aldermen


Meeting of the Board of Aldermen of the City of Clarkson Valley at City Hall (Fru-Con Center), April 3, 2012.

The meeting was called to order at 7:30 p.m. A roll call was taken with the following results:

Alderperson Schiller made a motion to accept the March 2012 Minutes.  Alderperson Midyett seconded the motion.  A voice vote was taken to accept the Minutes with an affirmative result and the motion was declared passed.  


There were no remarks, petitions or complaints.   


St. Louis County Police Report:  Officer Thom Taylor of the St. Louis County Police handed out the March Police Report.   

Mayor’s Report 

Court Report:  The total amount collected for traffic fines and court costs for the month of March 2012 was $18,159.62.   

Preliminary Glance at 2012-2013 Budget:  Mayor Douglass said that he began looking at next year's budget but city hall was having issues with its phones and he was unable to prepare the data for this evening's meeting.  He said he would have it available this month.  He mentioned the sanitation charge would go up to a maximum increase of 3% and stated the police contract is questionable as to whether it will increase or remain the same.   

Auditor's Management Report:  Mayor Douglass explained the auditor stated on his last report "The Board should approve a designated individual other than the City Clerk to review the bank reconciliation on a monthly basis."  He thanked Alderperson Midyett for taking time to do this with the City Clerk this month and asked the Board for their approval to do it again next month and the months thereafter?  Upon hearing no dissentions, Mayor Douglass thanked Alderperson Midyett. 

Sales Tax Distribution:  Mayor Douglass mentioned that he would have an update soon to the sales tax distribution issue between the 'A' cities and the 'B' cities.   

Ameren Missouri Tree Trimming Notification:  Mayor Douglass thanked Alderpersons Schiller and Sittser for attending the meeting held in Dunhill.  They will speak on that matter later in the meeting.   

Trustees Sharing of Information Meeting:  Mayor Douglass announced there will be a Trustees Meeting on April 24th.  He said the Board Members are welcome to attend. 

Alderpersons' Reports 

Three Commonly Occurring Problems:  Alderperson Schultz reported that while thinking about the Trustee Meeting, he realized there are three problems that repeatedly take place in his subdivision:  Dogs running without leashes, trash being placed at the curb two-to-three days ahead of the pickup date, and swingsets beyond the building lines. 


Camera Mounted on Traffic Light Bar:  Alderperson Shea asked if the City had additional information about the camera mounted on the traffic light bar on Clarkson Road at Kehrs Mill Road.  Officer Taylor reported it was a traffic surveillance camera and definitely not a red light camera. 

Tree Trimming Notification:  A handful of residents in the Dunhill subdivision with property in the easement of the Ameren Missouri high voltage lines received letters from Ameren Missouri notifying the home owner as to the number of trees they were going to remove.  Mrs. Tina Price hosted a meeting at her home to discuss this matter with the Ameren manager of vegetation management and those home owners interested in attending.  Alderpersons Schiller and Sittser also attended.  Alderperson Schiller reported that scores of trees would be removed from these lots and explained that in Tina Price's case, she will be able to see the high school parking lot when the trees are removed.  They are hoping to meet with the Ameren representative's supervisor. 

City Attorney's Report 

There was no report.  


There was no unfinished business. 


Non-Binding Tax Rates:  Mayor Douglass spoke of Senate Bill 711 mandating cities to establish a non-binding estimate of property tax rates by April 8th of each year.  If cities do not establish the estimate, they are subject to a penalty loss of 20% of revenues from property tax for the following year.  As this is non-binding and all data has not been correctly assessed yet, we are sending a letter using last year’s tax amounts.  City Attorney, Patrick Butler reminded everyone that this is a non-assessment year and St. Louis County does not require these figures but will not turn them away. 

Approval of the Appointment of Susan Shea to Serve as Chairman of the Planning and Zoning Commission:  Alderperson Schultz made a motion that Susan Shea be appointed to serve as Chairman of the Planning and Zoning Commission.  Alderperson Midyett seconded the motion.  A voice vote was taken with a unanimous affirmative result and the motion was declared passed. 

Audit:  Alderperson Shea made a motion to approve for payment invoices in the amount of $62,505.59, seconded by Alderperson Midyett.  A voice vote was taken with a unanimous affirmative result and the motion was declared passed.  

Alderperson Schultz made a motion to adjourn, seconded by Alderperson Sittser.  A voice vote was taken with a unanimous affirmative result and the motion was declared passed.  The Meeting of the Board of Aldermen adjourned at 8:00 p.m.
