Meeting of the Board of Aldermen of the City of Clarkson Valley at City Hall (Clarkson Executive Center), August 1, 2017.

The meeting was called to order at 7:30 p.m. A roll call was taken with the following results:

Alderperson Schiller made a motion to accept the Minutes from the July 11th meeting.  Alderperson Setnicka seconded the motion.  A voice vote was taken to accept the Minutes with an affirmative result and the motion was declared passed.   

REMARKS, PETITIONS AND COMPLAINTS 

Mayor Douglass congratulated Captain Thompson on his promotion.   

REPORTS 

Chesterfield Police Report:   

Captain Thompson read the July 2017 Activity in the City Report.  He explained the difference between self-initiated responses from police officers versus calls for service.  He was also asked the procedure they use when finding a garage door open to which he stated they consider the door open generally any time after midnight and it is the officers' discretion as to what they will do.  For the most part, they will leave a note in the mailbox.  He was also asked about what procedure they will use during times of ice and snow when an officer finds a street too dangerous to navigate.  He was told the City compiles a list of the trustees and contact information from each of the 13 subdivisions that require snow removal; the snow removal companies they plan to use along with contact information and a list indicating the preference of the trustees as to when the companies are to begin snow and ice remediation.  The City Clerk will forward that information to Captain Thompson toward the end of October. 

Mayor’s Report 

Court Report:  The total amount collected for traffic fines and court costs for the month of July 2017 was $5,162.00. 

Sunshine Law Update:  Mayor Douglass explained a recent MML article regarding the Missouri Sunshine Law contained an item in which he found interesting and thought it best to remind everyone that if emailing more than one Alderperson, they should also copy city hall.   

Alderpersons' Reports 

Comments Regarding Radar Patrols on Clarkson and Kehrs Mill Roads:  An Alderperson mentioned they received comments from neighbors regarding an increase in radar patrols and the appearance that it might be considered a speed trap but another Alderperson said that is a good thing and they are sure the officers are not running radar the entire time.  Alderperson King's response was perhaps we're not used to the Chesterfield vehicles on these roads and now we are more observant with these newly marked police cars. 

Letter to Residents Regarding Waste Containers Visible from the Street:  Alderperson Schultz reported people are interested in having trash cans that are visible from the street moved out of view.  He spoke of the recent email sent to residents and Mayor Douglass shared the few comments we received - all of which were in agreement. 

City Attorney's Report 

Patrick Butler was out of town and not in attendance.

UNFINISHED BUSINESS 

There was no unfinished business. 

NEW BUSINESS 

There was no new business. 

Audit:  Alderperson King made a motion to approve payment of invoices in the amount of $71,559.07, seconded by Alderperson Schultz.  A voice vote was taken to approve the audit with a unanimous affirmative result and the motion was declared passed. 

Alderperson Midyett made a motion to adjourn, seconded by Alderperson Schiller.  A voice vote was taken with a unanimous affirmative result and the motion was declared passed.  The meeting adjourned at 7:50 p.m.
