Meeting of the Board of Aldermen of the City of Clarkson Valley at City Hall (Fru-Con Center), April 2, 2013.

The meeting was called to order at 7:30 p.m. A roll call was taken with the following results:

Alderperson Meyer made a motion to accept the Minutes from the March 2013 Meeting.  Alderperson Schiller seconded the motion.  A voice vote was taken to accept the Minutes with an affirmative result and the motion was declared passed.  

REMARKS, PETITIONS AND COMPLAINTS 

There were no remarks, petitions or complaints.  

REPORTS 

St. Louis County Police Report:  Officer John Wehner handed out the March 2013 Police Report.   

Mayor’s Report 

Court Report:  The total amount collected for traffic fines and court costs for the month of March 2013 was $10,986.94.  

Fires in Clarkson Farm Subdivision:  Mayor Douglass mentioned the fires that have occurred in the Clarkson Farm Subdivision giving a brief history of each of them.  He reported he spoke with the fire marshal and conferred with the subdivision trustees.  Aluminum wiring was mentioned along with the recommendation to upgrade service panels/breaker boxes from the 1970's (particularly Federal Pacific brand), as they are potential fire hazards.

 

Political Sign:  Mayor Douglass handed out a picture of a sign located on the front lawn of a Clarkson Valley home.  After discussing the sign, it was determined this falls under the 1st Amendment rights and is not a controversy as long as the size of the sign falls within the constraints mandated by City Ordinances.   

Alderpersons' Reports 

Snow Removal Costs to Subdivisions:  Alderperson Schultz mentioned that subdivisions would be paying more money this year than in years past because of the amount of snow we received.  He reported that damage to the curbs caused by the snowplows would be repaired within the next two-to-three weeks in his subdivision along with patching the potholes. 

Drug Take-Back:  Alderperson Meyer reminded everyone about the drug take-back event, which is scheduled for April 27th from 9:00 a.m. until 3:00 p.m.   

City Attorney's Report 

There was no report.   

UNFINISHED BUSINESS 

There was no unfinished business.   

NEW BUSINESS 

Resolution No. 13-01 - Declaring a Vacancy in the Position of Municipal Judge Within the City of Clarkson Valley. 

A motion was made by Alderperson Sittser to approve Resolution No. 13-01.  Alderperson Midyett seconded the motion.  Mayor Scott Douglass read Resolution No. 13-01 for the first time.  There was no discussion.  A voice vote was taken with a unanimous affirmative result and the motion was declared passed. 

Appointing Municipal Judge:  Alderperson Meyer made a motion to ratify the prior appointment of April Porter from Provisional Judge to that of Judge.  Alderperson Midyett seconded the motion.  A voice vote was taken with a unanimous affirmative result and the motion was declared passed. 

Audit:  Alderperson Midyett made a motion to approve for payment invoices in the amount of $65,501.53 seconded by Alderperson Sittser.  A voice vote was taken with a unanimous affirmative result and the motion was declared passed.  

Alderperson Sittser made a motion to adjourn, seconded by Alderperson Schultz.  A voice vote was taken with a unanimous affirmative result and the motion was declared passed.  The Meeting of the Board of Aldermen adjourned at 8:10 p.m.
